If Norton 360 is preventing your installation, that's because Inno Setup (the software we use for the installers) can trigger a false positive in their threat detector.
You need to temporarily disable Data Protector to install your plugin as expected: https://support.norton.com/sp/en/us/home/current/solutions/v130571264
